After touring a factory that makes fuel cell systems, Whitman told reporters the two month budget delay was "inexcusable" and she'd support a bill that prevents lawmakers from getting paid when the budget is late:

"I would want to make sure that there was all the teeth that we could possibly find to get this legislature to come together and to pass a budget. It's not fair to the people of California."

Whitman said if she were Governor right now, she'd be holding more meetings with legislative leaders:

"The big 5 would have been in the Governor's office under my leadership every day.  I would have chained them to the desk to get this done."

Whitman also pledged that if elected, she would get a budget passed on time.  That's something very few Governors have been able to do.

A spokesman for Democratic Gubernatorial candidate Jerry Brown points out that a measure on November's ballot, prop. 25, already includes a proposal similar to Whitman's suggestion that lawmakers forfeit their pay if they don't pass a budget on time.
