Arden sits in unincorporated Sacramento County, so the county is responsible for all municipal services - like police, code enforcement and parks.  But the county's severe budget cuts - including to the sheriff's department - have led to calls for Arden to become a city, like Citrus Heights, Elk Grove and Rancho Cordova before it.  Cityhood supporter Mary Ose is a candidate for the new city's council.

Ose: "It's sort of like, are we going to continue bleeding until we die, or are we going to stop the bleeding and turn things around and start to make our community healthy again?"

But Mike Duveneck, who chairs the No on D campaign, calls cityhood a "fiscally risky adventure."

Duveneck: "We're from an area that's all built out.  We don't have new growth potential, creating new tax revenues, so we're not like Citrus Heights and these others."

If Measure D passes, Arden would officially become a city next July.
