California water officials have told Sacramento's sewer district to sharply reduce the pollution in its wastewater system - to keep the Delta clean enough to provide water for much of the state.  That task could cost up to two billion dollars - which could be passed along to ratepayers.  State Senator Darrell Steinberg says the rest of the state should have to help foot the bill too.

Steinberg: "While Sacramentans bear their fair share of the responsibility - not walking away from that - the responsibility to clean up the Delta and restore its ecosystem is one that is shared equitably among those who benefit from Delta water."

Steinberg is proposing the use of 50 million dollars in state bond funds to eat into the cost.  Assemblyman Roger Dickinson has a bill to let the sewage district sell its recycled wastewater.  But their measures barely make a dent in the total potential cost.  They say they'll continue looking for other funding.
