California Finance Director Pitches Budget to CalChamber

One of the biggest concerns voiced at the meeting is that Governor Brown doesn't seem to have a plan B if voters reject his proposed tax extension.

Former Assembly Republican leader Robert Naylor says Brown will have a hard time convincing GOP lawmakers to put the tax measure on the ballot. Naylor says eliminating redevelopment agencies will also be a tough sell.

 "There are land mines all the way through that are going to make enactment of the way they governor laid it out very difficult but I think the public wants to give him a honeymoon and is willing to do a lot that they might not have done a year ago."

Assembly and Senate committees have also started discussing the proposal. Assembly budget chair Bob Blumenfield asked his fellow lawmakers to, quote "surrender your schedule these next two months."
