Roseville City Manager Ray Kerridge calls Hahn a "born leader."

Kerridge: "He has a proven track record of excellence in community policing and neighborhood involvement with the police department."

And Kerridge would know.  He met the captain as Sacramento's city manager, before taking the top job in Roseville last year.  Hahn is a 23-year Sac P-D veteran who emphasizes community-oriented policing.

Hahn: "I believe a police department's main goal or main mission should be to improve the quality of life in the city, and not necessarily to reduce crime as the biggest mission."

Hahn says police should focus on the needs of individual neighborhoods - and figure those out by meeting regularly with residents and businesses.  In Natomas, Hahn worked closely with community activist Angelique Ashby, who's now a Sacramento city council member.

Ashby: "We did a lot of great things together, like open a community and police resource center, and he really knows how to engage the cmty, which I'm sure will serve him well in Roseville."

Ashby says Roseville's gain is Sacramento's loss.
