Non-partisan Legislative Analyst Mac Taylor says there's a lot to praise in Brown's May revised budget. He says the revenue projections are reasonable and the focus on paying down debt is smart. But he says the Governor's plan to hold a fall election to ask voters to extend tax increases could create problems:
Taylor: "it's obviously helpful to provide as much certainty as you can and this speaks not only to the state, but the schools and counties. I think everyone would agree that if you could do this without going through the voters, that's the best way, because you'd know at the start of the year, the resources you'd have available to you."
