McPEAK: "Most of the implementation is maybe a third of where it should be?"

There are about two dozen government and private interests charged with carrying out the plan.  Almost all receive a "B" grade for leadership, but get a "C-minus" for work on the Delta Ecosystem and a "D-plus" on the water conveyance system.

A bond measure dealing with the delta and water supply could be on the ballot next fall.  Jim Earp is with the California Alliance for Jobs.

EARP: "At the end of the day, we're either taxpayers or we're water users.  We're going to have to pay for it one way or the other.  We're going to have to.  I think taxpayers recognize that."

The foundation invited the government agencies and private groups to respond to the report card and most did… with requests for more even more feedback.
