The city is grappling with a $39 million deficit.
The budget plan also calls for laying off about 200 city employees. Four Fire Department rigs would be placed on rotating brown-outs as well.
But at last night's meeting, Mayor Kevin Johnson said the budget picture could improve if employee labor unions agree to concessions on pension plans.
"I make a commitment to continue to reach out to our collective bargaining units. I do think there can be ongoing discussions. We've had off line conversations in terms of discussing and being very proactive and I want to just make a commitment on behalf of all of us - it's not over."
The council could still make changes to the budget…but only before next Thursday - June 30th.
