You've seen a job posting that prefers a local applicant to fill the position? Think Big Sacramento's Chris Lehane (luh HAYN) says the same thing can be done when putting parts of an arena project up for bid.

LEHANE: "You're effectively creating a legal system that gives a preference to the folks who actually live in the region, but done within the appropriate legal context .  By doing pre-qualifications, that allows people to get in the front of the line."

Lehane says every effort should be made to reaching out to local subcontractors to give them as early a look at the project as possible . The group hopes 70 percent of the labor used to build the arena is local.  But, it says some specialty items like scoreboards and basketball flooring may have to come from outside the area.
