Governor Jerry Brown administered the oath of office during a ceremony in the Capitol Rotunda:

Brown and Liu: "I Goodwin Liu…I Goodwin Liu, do solemnly swear, do solemnly swear…"

The crowd included Liu's parents, who came to the U.S. from Taiwan.  They settled in Sacramento, and Liu says he remembers trips to the Capitol when Brown was Governor the first time:

Liu:  "I have stood in this Rotunda many times, perhaps even on days Governor, when you were hard at work just a few paces away, but I never imagined that our paths would cross quite like this." 

Brown described Liu as the "exact right person for this particular period we're in now."   President Obama had nominated Liu previously to a federal appeals court, but Republicans blocked his confirmation.
