The suit alleges Phillip Garrido should never have been paroled, was allowed to stay on parole despite multiple failed drug tests, and was never challenged about the contents of multiple sheds he had in his backyard.
Those sheds held Dugard and her two daughters until they were discovered in 2009.
Dugard has already settled her suit against the state of California for 20 million dollars.
This suit asks that any damages be awarded to a non-profit organization Dugard has established to help the victims of kidnapping and torture.
