You don't often hear a California Democrat talk like this:

Brown: "We're gonna remove some regulations, we're gonna speed things up and we're gonna protect the environment.  But we're also gonna do it in a practical way, because there are too damn many regulations.  Let's be clear about that!"

And with that, Governor Brown signed off on two measures that create a fast-track through the review process laid out by the California Environmental Quality Act, or CEQA.  One law applies only to a potential NFL stadium and convention center in Los Angeles.  The other allows the governor to speed up projects across the state that cost at least $100 million and create high-wage jobs but no new pollution.

Many environmental groups believe the new laws go too far.  The Sierra Club tweeted that "special interests win" while "clean air" and "community voices" lose.
