The high court's rejections of suits challenging the Congressional and State Senate maps are a blow to Republicans who believe the new districts would cost their party seats. But it's not necessarily the last word, at least in the Senate. The California Republican Party and lawmakers like Senator Mimi Walters are backing a signature-gathering effort to give voters a chance to overturn them.

Critics of the congressional maps have also filed a referendum - but that effort appears to have stalled.
