Calvin Handy was chief-of-police at UC Davis from 1993 to 2005. He says the November 18th pepper-spraying of peaceful students by campus police was an aberration.
"Some healing has to take place. But I think that the investigations will reveal why this happened and the necessity for it or not. And I also think that people will have the opportunity to continue to express their discontent with the situations that affect them. So I think we've got to work together."
Handy says campus police and student affairs should be consulting with one another and forming partnerships. He says police force should only be authorized when those partnerships break down and students become violent.
