An $11 billion bond on this November's ballot would pay for a water storage and delivery system in the Sacramento-San Joaquin Delta.  It was originally scheduled for a 2010 vote, but lawmakers delayed it hoping for a more favorable political environment.  Now, the question is whether to move it again, change what's in it, or leave it alone.  Assembly Minority Leader Connie Conway says she wants to make sure it passes.

Conway: "Obviously, this will be a very crowded ballot.  Do you want it on that ballot?  The next question is, though, can we afford to wait until 2014?  So I don't have that answer today."

Assembly Speaker John Pérez wants it on the ballot this fall - but…

Pérez: "My preference is to take the year to figure out if there's a more cost-efficient way to structure the water bond and to decrease the cost from $11 billion to significantly less than that."

Any changes would need a bipartisan two-thirds vote.
