Government Professor Jack Pitney at Claremont McKenna College says multiple measures give opponents opportunity to create confusion by talking about all the measures at once.
"It gives a{n} area of vulnerability to the proposal the Governor just doesn't need. It's going to be difficult as it is. But with the possibility of crossfire, the challenge becomes even greater…"
That's not hurting the Governor's efforts to build a coalition. He's received numerous six-figure contributions from Indian tribes, an oil company and medical groups.
