Officer John Pike and two other officers had asked the court to seal the reports. Video of Pike spraying students during a protest in November can be seen in multiple locations online.
John Sims is a professor at the McGeorge School of Law. He says the case brings up constitutional and privacy questions.
SIMS: "What Pike is attempting to do is prevent public discussion, and especially public discussion about what happened. That, of course, is directly contrary to the First Amendment. It's directly contrary to the Public Records Act and other related aspects of California Law."
Pike and the campus police union have argued the two reports contain the same information that is in the school's internal affairs investigation and should be held to the same confidentiality standards. The UC Davis report is sealed.
Some portions of the reports that include references to or interviews with the police will be blacked out, at least temporarily.
