Brown is calling for most state workers to work 38-hours a week, spread across four days.  Labor and Workforce Development Secretary Marty Morgenstern:

Morgenstern: "We expect everyone to take the five percent reduction in pay one way or another."

But unlike former Governor Arnold Schwarzenegger, who imposed unpaid state worker furloughs, Brown says he'll negotiate with labor unions.  Yvonne Walker is with the state's largest union, SEIU Local 1000 - and she's open to the discussion.

Walker: "Knowing that we have to get to a dollar amount, they're willing to figure out how to get there.  It might be that the five percent cut is the solution.  It might be that there are other solutions."

A deal would need to be reached by the end of June to save enough money.
