Insight: John Chiang / Sac City Council Budget Vote / Bee / Kushman by the Bottle

John Chiang An amendment to the California constitution gives state lawmakers until the end of the week to pass a balanced budget or forfeit their paychecks.  But after last year's showdown between legislators and State Controller John Chiang, which sparked a lawsuit, a court ruled that the legislature is the only body with the power to suspend its pay. We talk with John Chiang about his battle to withhold legislators' pay last year and the possibility that legislators will withhold their pay this year if they don't pass a balanced budget on time.
