Governor Jerry Brown is proposing a $23 billion dollar twin tunnel project to send water from the Delta to Southern California.
Voters rejected a proposed peripheral canal in 1982 which would have accomplished much the same thing.
Now fishermen, water lawyers, and Delta farmers will demonstrate tomorrow at the State Capitol.
Jay Sorenson, founder of the California Striped Bass Association, says the tunnel would ruin the fragile ecosystem and further harm endangered fish species.
SORENSON: "They are going to continue to kill our fish at the pumps and basically we are getting sick and tired of it, that's why we are going to have a strong hold on a direct opposition to this plan."
Sorenson says fishermen plan to haul their boats to the state capitol as part of the protest.
