Legal Services of Northern California says eligibility practices in the county health program deny people 'prompt and humane' access to care.

Patients must show medical need before they sign up for the program. Attorney Stacey Wittorff clinic staff with no medical training are making decisions about who gets immediate help.

WITTORFF: "We're really concerned that people are falling through the cracks who have potentially serious, potentially disabling medical conditions that are not being able to access care and are not getting those treated."

Sacramento County staff are still reviewing the lawsuit and have no comment at this time.
