Tuesday night, the City Council told staff to come up with an ordinance outlawing the practice -saying outdoor gardens invite crime.

Council members also took up the issue of medical marijuana dispensaries and voted to keep existing restrictions on locations in place.

Joy Patterson with the Community Development Department says many dispensaries have tried to move, but have been unable to find locations that meet city zoning laws, "Some of them have received letters.  Some of the dispensaries' landlords have received letters from the federal government.  The landlords have said you need to leave.  And so they've closed.  But, they would like to re-open someplace else."

The city says there are still 17 dispensaries open in the city, but 16 have closed since the federal government threatened action last year.
