The vast majority of people on the list were men who were active in their local troops when they were found to be sex offenders or had allegations of abuse lodged against them.

Twenty three of the men were in troops from Modesto to Marysville.  They include a group of North American Man Boy Love Association or NAMBLA members who were sentenced in the late 1980's and early 1990's in the Sacramento area.

In a written statement, the National President of the Boy Scouts, Wayne Perry apologized for any failures to prevent predators from becoming involved with the organization. He said the Boy Scouts has learned from previous mistakes and has procedures in place to prevent similar situations in the future.

A small number of the people on the list were banned because they were gay.

The list of names was published by a Seattle attorney who won a lawsuit to have the names released.
