2013 State of the State The third State of the State address of Gov. Brown's third term comes as California has its first balanced budget in many years.  Our special, live coverage will feature former state lawmakers Deborah Ortiz and Roger Niello and longtime political reporter Steve Swatt in-studio with Beth for commentary and analysis following the speech.  Capitol Bureau Chief Ben Adler and Capitol Reporter Amy Quinton will file reports including lawmaker reaction from the Assembly chambers, where the governor will deliver his speech. Ben and Amy will also be live-tweeting during the governor's speech. You can follow them @capradionews.
