This legislation failed several previous times, and the one time it became a law, voters recalled Governor Gray Davis for signing it.  Governor Arnold Schwarzenegger then repealed it.  Now, it's back again - and this time, it's not just supported by Democrats.  Here's Republican Senator Anthony Cannella, who represents large parts of the Central and Salinas Valleys - areas with many undocumented immigrants.

Cannella: "It's better if they're trained, if they show they're proficient, that they can operate a vehicle and that they have insurance.  I think it's a public safety issue.  And I think everybody will be better served if we have trained drivers on the road."

This year's bill by Democratic Assemblyman Luis Alejo wouldn't apply to all undocumented immigrants - just those who pay taxes.  They'd have to pass driving tests and obtain insurance as well.
