More than 20,000 Californians own guns illegally.
The state Department of Justice has a list.
What it lacks are the resources to confiscate all the weapons.
That's according to supporters of a bill that would give them $24-million from the gun "Dealers of Record" account or DROS fund.
Republican Assemblymember Brian Jones says money from that fund shouldn't be used for the job.
"This bill passed too quickly out of the Senate and was not properly vetted nor properly written, says Jones. "It's an illegal law."
Democratic Assemblymember Bob Blumenfield disagrees.
"It is in black and white what the purpose of this DROS fee is," says Blumenfield. "It's unarguable, it is in the law. It is very clear. If you want to fight that fight, get in a time machine go back to when they passed this bill and argue about the purpose of the DROS fee."
The bill returns to the Senate for a concurrence vote before it would head to Governor Jerry Brown's desk.
