One-hundred-fifty different films from 23 countries are in this year's event.

The festival's executive director, Martin Anaya, says nearly 40 of this year's  film makers are local, "We want to see those hopes and dreams of the next Quentin Tarantino, the next big thing, because we know they're gonna start somewhere and that somewhere might as well be here so that's why we do it."

Anaya says there were no Sacramento-area film makers in the festival when it started in 1995.

Thursday night, the event will showcase movies made by Sacramento's African American film makers.

On Saturday there is a day-long series of workshops.

The festival wraps up on Sunday.
