The Governor's original proposal in January offered two scenarios for the Medicaid expansion under the Affordable Care Act.

With financial help from the federal government, either the state would take on the newly insured, or the counties would.

Farrah McDaid-Ting with the California State Association of Counties says talks with the Brown administration suggest it may have moved away from the county-based option, but that's not certain.

McDaid Ting: "If they were going to have any movement on their January proposal, it would be on the state versus county expansion. I think that's the one area that has been roundly debunked. But all the other components I think could possibly remain the same."

McDaid-Ting says the essential conversation continues to address how much the state will seek to capture from the 1.5 billion dollars counties currently get from the state for the uninsured and other public health programs.
