Back In The Saddle: Tough Challenges For Lawmakers Ahead

State lawmakers are back at the State Capitol after their holiday break. They’re in for a busy week full of speeches, planning and grim budget forecasts.

It’s a little like déjà vu. It may be a new year, but the budget problems are the same. Over the next 18 months, California faces at least a 21 billion dollar shortfall. This week, lawmakers will learn how Governor Schwarzenegger hopes to stop the bleeding. He’ll give his final State of the State Address Wednesday. Then later in the week, the Governor will roll out his budget plan. It’s likely to include tough cuts, more borrowing and other new revenues. Budget negotiations are likely get underway in earnest this month on a mid-year solution. And everything will be more politically-charged than usual in 2010, because it’s an election year. That means compromises may be even harder to come by.
