McIntosh says he’s pleased the governor focused on teamwork Wednesday, but …

McIntosh: “Unfortunately, he didn’t include counties in that teamwork. We think teamwork goes beyond just interaction between political parties and different functions of state government. If the state is gonna work their way out of this problem, we need teamwork at all levels of government.”

The state is already relying on billions of dollars earmarked for cities and counties to balance the current year’s budget. And California faces another $20 billion deficit this fiscal year and next.

McIntosh says top legislative Democrats have ruled out the state taking more money from local governments this year.

The governor will release his budget proposal Friday.
