These grades are part of the association’s annual tobacco policy report card released Tuesday.

Jane Warner is president of the American Lung Association in California.

“The Centers for Disease Control recommends that California spend $441 million for tobacco prevention and control. However, we only spent $79 million which is just 1/5 of what the CDC recommends."

But the State Department of Public Health calls its anti-tobacco policies a model and says California has among the lowest adult and teenage smoking rates in the country.
