The Sacramento region’s economy is starting to show signs of life again. But amid the first tentative steps down the “Road to Recovery” come stories of people like Margaret Carder. She’s a teacher, with experience at just about every subject and grade level. But she’s currently substitute teaching at Sacramento’s Natomas Natomas Unified School District after getting laid off last year. She’s married, with four children. Three are either in college or about to be.
