The poll by the Public Policy Institute of California shows support for former E-Bay executive Meg Whitman has dropped 23-points since March. Whitman now leads State Insurance Commissioner Steve Poizner 38-percent to-29 percent.   Mark Baldassare with the P.P.I.C. says such a dramatic change is rare.

But we are in a very unusual political year, a lot of instability, voters are extremely unhappy—especially Republican voters—unhappy with the status quo and searching for ways to express their unhappiness…”

The poll found one-third of likely voters are undecided even as Whitman and Poizner have dumped millions of dollars from their personal fortunes into their campaigns for the Republican nomination.

In response to the survey, a spokesman for Poizner said his strategy from the beginning has been to target voters close to the election. Meanwhile a Whitman spokeswoman said her campaign is confident voters will choose Whitman-- and characterized her as the only fiscal conservative in the race.

As for a November matchup, the poll shows Democrat Jerry Brown leads both G.O.P candidates.
