Prop 16 was fostered by Pacific Gas and Electric. It would’ve established two-thirds voter approval for public agencies to establish electric utilities. Prop 17, which was largely bankrolled by Mercury Insurance, would’ve changed the rules for auto insurance rate-setting.
By a wide margin, voters approved Prop 13 which will change property tax laws to benefit the owners of buildings that undergo seismic retrofitting.
Prop 14, to establish an open primary for all but presidential elections, was approved.
And Prop 15, which would have established a test program for public financing of political campaigns, failed by a wide margin.
