Some three thousand Californians are already looking to buy health insurance coverage from a plan that does not exist yet and has not been marketed.

This high risk health plan would be administered by the state, with start up money from the federal government. Those covered would pay thirty five percent of the cost for their care. The program is already proving to be in high demand---so much so--- there have been three thousand email inquiries since the beginning of the month.

"We're really not surprised at all," says Jeanie Esajian with the Managed Risk Medical Insurance Board, also called MrMIB. "There have been studies done on the huge number of medically uninsurable people here in California. I've seen estimates ranging from 200 thousand to 8 million. There are many, many people who are interested in this insurance product."

To quality, Californians need to have been without insurance coverage for at least the past six months and have been denied by another insurer. MrMIB officials are hopeful the program will be implemented by the fall.
