Governor Signs Chelsea's Law

The law was named for Chelsea King, a San Diego teenager who was murdered by a convicted sex offender.   Her parents, Brent and Kelly were at Governor Schwarzenegger's side as he signed the bill.  Kelly King was emotional - and thankful:

"You've helped us fulfill our dream of doing everything in our power to prevent this tragedy from ever happening to another family again."

The law requires a life sentence without parole for the most violent sex offenders.  It also includes additional penalties for sex crimes against children and restricts sex offenders' access to parks.  Both houses of the legislature approved Chelsea's Law unanimously.  It takes effect immediately.
