Chief Dennis Mathisen says, besides not knowing whether the man's backpack had a bomb…there were other concerns.

"You know, it could have been anything. We could have had, later in the fire, a weakened roof structure with a lot of heating and ventilation equipment on top that we had concerns about safety. We would make the same decision there. We wouldn't put firefighters under that if we felt it was unsafe. And so we had to adjust our strategy and tactics accordingly."

This morning, firefighters are inside the mall watching out for any minor flare ups.

Meanhile…Roseville city leaders say yesterday's fire did more than destroy part of a regional shopping hub. Mayor Gina Garbolino says it's also an economic setback just before the crucial holiday shopping season.

"It's a tremendous blow to our economy and it's a blow to our community. You know, there's jobs at stake. People are expected to come to work and they won't be able to. We have events here for community that benefit our community. This is very sad, a very sad day for Roseville."

Officials say the Galleria could be limited in operations for months because of yesterday's blaze…which caused part of the roof on the building's south end to collapse.

Police arrested a suspect. He's 23-year-old Alexander Corney Pigee.
