At his weekly news conference, Johnson mentioned he was glad Measure D failed Tuesday.  When reporters asked why, the mayor glanced at his staff, then cracked a grin…

Johnson: "Keep your cameras rolling, cause it's all gonna come out right now…(reporter question) … I should leave really quickly…"

He then spoke at length about how the Sacramento region faces a disadvantage compared with other metropolitan areas because it spends so much money on redundant services.  He talked about exploring combining city and county services - and even merging governments.  And he says he wants to start a discussion with Arden residents early next year.

Johnson: "They clearly do not want cityhood.  So then they either want to stay unincorporated or they do want to be a part of Sacramento.  And I think there's a lot of reasons why being a part of the city of Sacramento is a good thing."

Was it something he's explored before now?

Johnson: "I want to act like I haven't explored it. (laughs)"

Some Arden residents and Measure D opponents were stunned.  A statement from the leading opposition group says: "Voters made it abundantly clear that they do not support Incorporation for Arden Arcade and we believe the residents do not want nor support annexation of our community by the City of Sacramento."

The city official in charge of annexation efforts says the mayor's remarks are his own - and city staff and council members have not discussed the idea.
