Right now, drivers either pay at kiosks or through the honor system.  County park rangers are in charge of enforcement - but with their staff cut in half, the rangers could be better used elsewhere.  So the city and county of Sacramento are teaming up on a pilot program, in hopes of bringing both governments more revenue.  Janet Baker is with the county's parks department.

Baker: "People know they can, on occasion, get away with not paying when they come in.  So we're just gonna step it up a little bit and make it a little bit more efficient."

Under the proposal, the city will install pay stations at the Howe and Watt access points.  The $5 entrance fee won't change, and city parking officers will issue tickets when necessary.  The new system could be in place by mid-spring.
