Governor Jerry Brown needs several Republicans to sign off on sending his proposed tax extensions to voters.  But his budget also includes billions in cuts to higher education, health care programs and more - cuts deeply unpopular with legislative Democrats.

Steinberg: "Let me be very clear: We are committed to making the cuts, without condition."

The Senate's Democratic leader, Darrell Steinberg, says he will bring the governor's budget proposal to the floor for a vote as soon as Thursday.

Steinberg: "We have to keep pushing and at the same time, in a way ta it may seem contradictory, we have be a little bit patient and recognize that negotiations ebb and flow."

On Monday, five GOP senators who had been talking privately with the governor declared those talks were at an impasse.  But on Tuesday, they issued a statement, saying: "We met again with Governor Brown out of a mutual desire to keep the conversation moving forward."
