In the video, Brown says the legislature has solved only half the state's budget problem, after making billions of dollars in cuts.
Now, he says, lawmakers should let the people decide whether to extend temporary tax increases…or cut more deeply into universities, education, health care and police and fire services.
"Let me know. Let your legislators know. Would you like the chance to cast this vote or would you feel it's appropriate to shut out the people of California? I don't see this as a Republican or Democratic issue. This is a matter of all of us thinking as Californians first and acting in solidarity to grapple with problems that have been avoided too long."
So far, Republican resistance to a special election has been virtually unanimous.
