The city continues to deal with falling property tax revenues and increasing employee benefits. Interim City Manager Bill Edgar told council members - a balanced spending plan will require $39 million in cuts.

"I'm afraid this is the budget that we've all dreaded for a long time. The chickens, so called, have come home to roost here."

Under Edgar's proposal…80 police officers could lose their jobs. Mark Tyndale with the Sacramento Police Officers Association told council members that the labor union's members have already taken the brunt of cuts in previous years.

"The Police Department's working with 100 fewer officers than we had 16 months ago. And we're just asking - no more cuts. Our department has been cut to the bone."

Edgar's plan also calls for laying off about 145 employees in other city departments as well as shutting down nearly all of the city's community centers and public swimming pools.

Budget hearings have been scheduled throughout May and June. The City Council is scheduled to adopt a spending plan on June 21st.
