That helped pull the unemployment rate down from 12% in April to 11.7% in May. Sectors that saw job gains include leisure-and-hospitality, construction and food services.

And despite state and local budget cuts - government also expanded by 1,400 jobs last month.

"It's possible that it could be rehiring to make up for attrition. Lots of people could be retiring and the hiring is occurring to fill some of those spots."

Justin Wehner is with the state Employment Development Department which crunched the numbers. He explains that the government sector has actually seen huge losses over the past year.

"Even though there was a month-over gain of 1,400 jobs, when we look at it from a year-over perspective we're still down 7,900 jobs and it is the industry with the largest job losses on a year-over basis."

Other sectors with big year-over-year job losses include: retail trade, financial activities and utilities.
