Among the 33 bills Brown signed is one that gives schools and parents an extra month to comply with a new whooping cough vaccine mandate.  A state law that kicked in at the start of the month requires all seventh through twelfth graders to be vaccinated against whooping cough before the school year begins.  But schools said they needed more time to process all the paperwork.

The governor also signed a measure that will allow students who are undocumented immigrants to apply for scholarships funded by private donations.  That's the first half of a two-bill package known as the DREAM Act.

Meanwhile, Brown vetoed two bills, including one that's sparking a lot of criticism from Democrats.  That measure would have created an alternative Adult Day Health Care program to replace the one eliminated by the new state budget.
