A legislative committee has advanced a bill that would ban the
sale of shark fins - including shark fin soup - in
California. That bill, which has divided Asian lawmakers,
heads next to the Senate floor. The same fiscal
committee also approved a measure that would give the state
Insurance Commissioner the power to reject health insurance rate
increases. That heads to the floor of the upper house as
well. Legislation to allow some undocumented college students
to qualify for public financial aid like Cal Grants also passed a
committee and is headed to the Senate floor. But a bill that
would have asked voters whether to abolish the death penalty in
California didn't fare as well. The author withdrew the bill
from consideration by a committee, saying the votes weren't
there.
