Ever since a Twin Rivers Police officer was shot multiple
times during a traffic stop three weeks ago, Chief Christopher
Breck has been the subject of public criticism….Several
members of the community became upset when the suspected
shooter died in Sacramento Police custody.
They blame Breck for allowing his officers to go outside their
jurisdiction and their intended purpose. Last week,
department emails encouraging quotas for officer stops
surfaced.
Thursday, Breck was placed on paid administrative leave.
Twin Rivers will not say why.
Wednesday, the district changed the patrolling practices of
the department, allowing officers to patrol only near school
grounds or parks where they provide services.
Captain Tran To will lead the department in Breck's
absence.
The officer who was shot is expected to make a full
recovery.
