The name of this plan is the 2012 Checks and Balances Act.  The Mayor wants the power to: propose a budget, veto some council decisions and fire the city manager.

JOHNSON: "Our city is run by a city manager who most voters don't know who that person is and I think that's very important, So, we brought a plan together that has accountability, transparency and ethics, So, it's a charter reform and we want people to be able to vote on that in June."

The mayor's place on the council would be taken by a Council President who could override a mayoral veto.

The proposal also calls for the creation of an independent redistricting commission.

California Senate Pro Tem Darrell Steinberg and the Sacramento Bee Editorial Board both came out today in support of the proposal being placed on the ballot.

Johnson's political operatives have been emailing his supporters asking them to attend the city council meeting tonight.
