In her letter to the Mayor,  Catarina Albuquerqe (AL buh KIRK ee) says it is unfair that the homeless aren't given access to public toilets, but are then the targets of police action for violating city code.

Albuquerqe writes, "I am concerned about the disproportionate impact of the enforcement of the Code on persons living in poverty."

When asked about the letter, Johnson agreed with her.

JOHNSON:  "I think the city and the county and us collectively could come together to create a solution and we have not been able to do that."

Albuquerqe also voiced her concern over the homeless drinking out of the American River because drinking fountains along the parkway had been capped.

She toured the homeless camp along the river last winter as she gathered information for a report on water and sanitation in the United States.
