It would've given the mayor power to appoint and remove the city manager…as well as other veto and budget powers.

Instead, the council voted 7-to-2 to let voters decide in November whether the city should form a charter commission that would review how the city is governed.

That's something Johnson isn't fond of…

"I think the charter commission idea needs to be dumped. I don't think that's in anybody's best interest. And I feel like it's a reaction to the 'checks and balances' initiative that I brought forward."

If voters approve a charter commission, 15 people who live in the city would then be elected to serve.
