City College of San Francisco student Stewart Stout filled out a form intended to help the Occupy movement keep track of him if he's taken into custody. He says the state budget cuts have been devastating.
Stout: "I'm willing to risk arrest if it means that we can push this movement forward and win. And I think it's gonna take a lot of people sacrificing a lot more than a night in county jail in Sacramento to finally have us win."
California Highway Patrol officer Sean Kennedy says the CHP takes security "very seriously" - both inside the Capitol building and on the grounds.
Kennedy: "If you try to camp here, we're left with no choice but to make arrests."
Kennedy says protesters will need to leave when the Capitol closes at 6pm.
